Getting 'The resource operation completed with terminal provisioning state 'Canceled'.' when deploying via Azure Bicep

When using Azure CLI to deploy this template, it fails with the error 'The resource operation completed with terminal provisioning state 'Canceled'.'. See attached screenshots; the first two are from Azure Portal, and the third one is from VS code when running deployment in Azure CLI.

### Repro steps
1. Copy and paste the template in VS code
2. Deploy using Azure CLI.
3. Wait for deployment to either be successful or fail with this error (if it succeeds, delete the resource group, and try again a few minutes later)

Start with quickstarts/microsoft.web/web-app-loganalytics and reproduce the deployment using Azure CLI as described. Compare successful and canceled deployments, then verify that the template deploys successfully without the terminal provisioning-state error.
