Deployment failure due to not finding Java download

### Issue Details
While installing the master node extensions, the process fail in the resource master/installelasticsearch:

Start with the linked elasticsearch-vmss template and the master/installelasticsearch resource named in the failure output. Inspect how the template installs Java and retrieves jdk-8u291-linux-x64.tar.gz, then reproduce the default deployment. Done means the default template deployment completes without the VM extension download failure.
