### Issue Details
Only 3 VMs are being deployed, no SCCM configuration client.

### Repro steps (*if necessary, delete otherwise*)
1.Click Deploy to azure/apply the azure command from cli
2.It will deploy the templates
3.But only 3 machines
4. With clicking on azure deploy option, it is creating 1 extra client machine but SCCM console is not connecting with the provided credentials. Getting error as user don't have access
