Deploying 101-Telegraf-InfluxDB-Grafana to Azure fails to create resource tigVM/tigInit 2

### Issue Details
Deploying to Azure fails with below details in creation of tigVM/tigInit after succeeding in previous resources creation

Possibly related to [#6092](https://github.com/Azure/azure-quickstart-templates/issues/6092), however failure is observed after implementation of proposed solution for the issue.

### Repro steps (*if necessary, delete otherwise*)
1. Select template
2. Click Deploy to Azure
3. Fill-in requested parameter
4. Deploy
5. Issue is reproduced

Start in the 101-Telegraf-InfluxDB-Grafana template directory, especially azuredeploy.json and the tigInit VM extension setup. Reproduce the deployment and inspect the failing Configfiles.zip download and /home/Configfiles/ansible/docker_install.yml path; done means the archive is retrieved and the tigInit extension completes successfully.
