### Description
After an Azure ML Workspace is deleted (but not purged), the `Get-AzMlWorkspace` when executed without any parameters (i.e. at the subscription level) returns all the Azure ML Workspaces which have been deleted as well or are stuck in the "Deleting" state because they haven't been purged.
By default, it should only return workspaces which are active or have the provisioning state as "Successful". Or, it should have a switch to return the deleted but not purged ones as well.
