Description

### Description of the new feature

Hey all is there a way to have the Az.SQL module updated to support the cmdlet Get\Set-AzSqlDatabaseVulnerabilityAssessmentRuleBaseline from recognizing express configuration where storage account profile is no longer needed ?

Or... Is Express Config a known issue where Setting baseline is not supported without a azure storage currently as a limitation ?

Research direction

Start by locating the Get-AzSqlDatabaseVulnerabilityAssessmentRuleBaseline and Set-AzSqlDatabaseVulnerabilityAssessmentRuleBaseline implementations and their Azure SQL vulnerability assessment handling. Determine whether express configuration can set a baseline without a storage account, then verify that both cmdlets recognize and preserve that configuration.
