[Feature]: Update REST API version used by Az.Metric module

### Description of the new feature

The `Az.Metric` module currently uses version 2023-10-01 of the metrics batch query Swagger file. The latest stable release, version 2024-02-01, is available. Please upgrade `Az.Metric` to use that newer version. Start in the Az.Metric module's reference to the metrics batch query Swagger file and compare the current 2023-10-01 definition with the 2024-02-01 release. Done means the module uses the newer stable API version and the relevant validation passes.
