Get-AzCognitiveServicesAccountUsage is not retrieving any data and reports no errors

### Feedback

I tried to use the commandled in the subject and no matter what i tried it never return any data. I looked into the debug info and has no issues in relation with the api calls. Seems like the platform does not respond with any information.
