Description
### Description
I see multiple feedbacks or github issues (for different products) where many cmdlets may not even honor/support WhatIf switch.
-Whatif is not honored for this command Sync-AzVirtualNetworkPeering command, can we please update this doc accordingly: [Sync-AzVirtualNetworkPeering (Az.Network) | Microsoft Learn](https://learn.microsoft.com/en-us/powershell/module/az.network/sync-azvirtualnetworkpeering?view=azps-10.4.1) or get this to work (make it to honor -whatif switch)?

Research direction
Start with the Sync-AzVirtualNetworkPeering cmdlet and compare its actual -WhatIf behavior with the Microsoft Learn documentation linked in the issue. Determine whether the intended result is a documentation correction or implementation change; done means the documented behavior and command behavior agree, with appropriate validation for the selected path.
