New-AzScheduledQueryRule does not evaluate -AutoMitigate switch parameter

### Description

The command New-AzScheduledQueryRule does not evaluate the parameter -AutoMitigate correctly.
When I create an alert rule with the PowerShell command, the "Automatically resolve alerts (preview)" checkbox is always set, no matter whether the -AutoMitigate parameter is passed or not. (see screenshot)
I expect that the checkbox is not set if the parameter -AutoMitigate is not passed.
