Description
### Description of the new feature
Currently we use mcr.microsoft.com/azure-powershell:latest on amd64 hosts, it works perfectly fine. We would like to like to have a similar container image that would run on an arm64 host.

Research direction
The issue names no files, tests, or build entry point. Start by locating the configuration that builds and publishes mcr.microsoft.com/azure-powershell:latest, then check its architecture targets and ARM64 support. Done means an Azure PowerShell container image is available and runs on arm64 hosts while preserving existing amd64 behavior.
