$ErrorActionPreference is not working for Az.CloudService module

## Description

$ErrorActionPreference inside a script is not being honored for Az.CloudService module.

## Steps to reproduce

I set following in the ps script

Content of psbug.ps1

$ErrorActionPreference = "Stop"
Start-AzCloudService -Name nijbreakcs -ResourceGroupName CLOUDSERVICERG
Write-Host "Hello World"
```
Following was the output. Since $ErrorActionPreference is set to stop, the next line should not have printed.

Additionally, Tried with other values of $ErrorActionPreference like continue, Inquire etc, nothing was working when set in the ps script for the Az.CloudService module.

It seems that $ErrorActionPreference inside a script is not being honored for Az.CloudService module.
