Register-AzAutomationDSCNode Cmdlet does not work in a multi subscription scenario

## Description

When you have an Azure Automation instance in one subscription and try to register DSC nodes in another, it fails to work. It only seems to work properly if Both the AA State Configuration and VM's are in the same subscription.

When working in the Portal (GUI) this is not an issue.

## Steps to reproduce
# Presume the VM1 is in one Subscription and the Azure Automation State Config is in a separate subscription. Even run as Global admin
