PowerShell Hangs when running Connect-AzAccount After Creating Windows Form Object

## Description
I am a having a freezing issue when trying to connect to Azure with PowerShell after creating a new windows form object variable. The freezing occurs after completing the sign in window.

This appears to have been reported before (https://github.com/Azure/azure-powershell/issues/8566) but was closed in favor of an existing, but seemingly unrelated ticket).

I can currently work around this by using -UseDeviceAuthentication
Connect-AzAccount -UseDeviceAuthentication

Start by reproducing the reported sequence in Windows PowerShell 5.1: create a System.Windows.Forms.TextBox with New-Object, then run Connect-AzAccount and complete the sign-in window. Compare this with Connect-AzAccount -UseDeviceAuthentication and review the related issue 8566. Done means the normal sign-in flow no longer freezes after the Windows Forms object is created.
