Description
I did a quick search and it seemed [NuGet-4.7.0](https://github.com/Azure/azure-powershell-common/tree/main/tools/NuGet-4.7.0) and [NupkgMerge](https://github.com/Azure/azure-powershell-common/tree/main/tools/NupkgMerge) are not used in our code. Their functionality may have been covered by ADO pipeline.
Todo:
Verify if the tools are needed. If not, remove them.
