Evaluate adding an applicability tag for rules based on a keyword

As we have openapi-type applicability, we've got a request to have rules applicable to a specific service, for example to be consistent on how that service does things/authors swaggers (in cases where it may not be applicable for all).
We could have another configuration option to pass a "applicability" values to the azure-validator, and have our rules be applied to those or not.
@dsgouda this should be similar work to what you did when we created the openapi-type option, right?
