Linux VM Run command hangs on Ubuntu

Description
Our service provisions Azure Linux VM dev environments with the Ubuntu 20.04 and Ubuntu 22.04 distros. We frequently see the azure vm linux run command execution hanging and remain in that state indefinitely. From the Azure portal, we see the status of the Linux agent stuck in the "Transitioning" state with the following status message.
Restarting the VM resolves the issue. We don't see this behavior every time but it happens pretty frequently. Is there something we're missing?
