[Feature request] Enable Localisation for ja, ko, zh-cn and zh-tw

**Adding support for more languages**
We have created localization files and added the
files here #424 for Japanese, Korean, Simplified and Traditional Chinese based on the following file: https://github.com/Azure/azure-iot-explorer/blob/master/src/localization/locales/en.json

Start with src/localization/locales/en.json and the localization files referenced in issue #424, then inspect how locale support is enabled in the repository. Done means Japanese, Korean, Simplified Chinese, and Traditional Chinese are available as supported locales and the project still builds successfully.
