[Bug]: Add an "Edit in VS Code" button to Functions tab in Functions App Overview blade

### Expected Behavior *

After the user creates a function, it is not clear where to go to edit it. We should add a column to the list of functions with an icon that will launch Limelight

### Actual Behavior *

User has to find the "Open in VS Code for Web" button, we should at least say "Edit in VS Code for Web"

Create a new Flex Consumption Function App
Go through creating and publishing a function in Limelight
Hit refresh in Ibiza

Start in the Functions tab of the Functions App Overview blade and compare its function list with the existing "Open in VS Code for Web" button. Reproduce the issue by creating and publishing a function in Limelight, then refreshing Ibiza. Done means the function list clearly offers an "Edit in VS Code for Web" action that launches the editor.
