Add release tests to validate that modules can be imported in Windows compatibility mode

We recently had a sev 2 incident when the PowerShell worker was updated to SDK version 7.0.11. This version of the SDK has a regression where modules could not be imported in Windows compatibility mode using the `-UseWindowsPowerShell switch. This work item is to add regression tests or OGFs to validate the top 5-10 most used modules in PowerShell Functions. The goal of these tests is to try to catch issues like this before release a new version of the PowerShell worker.
