#### Repro steps

1) Java App in North Central US.
2) HTTP Trigger called from Azure Data Factory
3) Start up times are affected.

#### Expected behavior

The Java App should start promptly

#### Actual behavior

There is a delay in Startup and it's related to Placeholder logic.
