Provide capability to trigger alert for functions are failing to trigger. This should be available to create an alert on **without having to use Azure Application Insights** as this is not always turned on.
We've had a few function now that failed to trigger for several reason and this is very hard to spot.
This should be fully integrated with Azure Monitor and be able to handle them similar to other Azure services.
