Description
Ideally, we should is prevent binding failures with this scenario, but in the meantime, if there is a binding failure in scenarios where customers reference newer versions of runtime dependencies (e.g. Microsoft.AspNetCore.Core), we should provide a clear message with details about the problem

Research direction
No file, test, or entry point is named. Start by locating the host's binding-failure handling for references to newer runtime dependencies such as Microsoft.AspNetCore.Core, then reproduce that scenario and define the work as a diagnostic that clearly identifies the dependency-version problem.
