winget manifest for v5 with auto-submit on release

Create a winget manifest for the v5 CLI and automate manifest submission on release.

**Note:** MSI might be needed for winget and is not trivial — investigate whether winget requires an MSI or if the zip/exe approach works.

Review the CLI release design in PR #5391, especially follow-up item #6, and determine whether winget accepts the current zip/exe artifacts or requires an MSI. Define the v5 manifest and release-triggered submission flow, then verify that the automation runs on a release and submits the manifest.
