Tooling: notify partner teams about v5 + collect feedback

Reach out to the teams that ship tools embedding `func` so they have a
head start migrating from v4, can review what v5 looks like, and can
raise concerns before we GA. We're not asking them to release anything;
this is awareness + intake. Share https://aka.ms/func-cli as the
reference doc.

- VS Code Azure Functions extension
- Visual Studio Azure Functions tooling
- Azure CLI (`az functionapp`)
- Rider Azure Toolkit (JetBrains)
- IntelliJ Azure Toolkit (JetBrains)

- [ ] VS Code team notified and feedback captured (or "no concerns").
- [ ] Visual Studio team notified and feedback captured.
- [ ] az CLI team notified and feedback captured.
- [ ] Rider plugin team notified and feedback captured.
- [ ] IntelliJ plugin team notified and feedback captured.
- [ ] Concerns raised by any team triaged into follow-up issues before
GA.
