Support for Azure Container Apps

As already mentioned here https://github.com/microsoft/azure-container-apps/issues/20, it would very nice if `Azure Functions Core Tools` would support deploying to Azure Container Apps with same simple command you do it for Kubernetes.

Start with the existing Kubernetes deployment command in Azure Functions Core Tools and review the linked Azure Container Apps issue for the requested behavior. Done would mean defining and implementing equivalent support for deploying to Azure Container Apps with a similarly simple command, but the payload names no source file or test.
