'func host start' gets nowhere on 2 out of 3 windows hosts, no debug oppurtunity

I'm having an issue fully described in this ticket as I thought it was the right place to file it.

This issue should be fairly easy replicated locally using the details described in this other GitHub issue.

As for now I haven't been able to run Powershell Function Apps locally for over a month except on my laptop.
