Description

Glenna and Wenonah have completed work recently so that:

1. Consumption apps can specifiy a max scale out and an app will stop scaling at that number
2. Premium apps can specify a minimum instance that will always be running

We want to make sure both are surfaced in the AZ CLI. Glenna and Wenonah have details on the ARM properties. They went live in 88 and 87.1 respectively
