Override prompts with choco publish

Right now, following the steps https://github.com/Azure/azure-functions-core-tools/wiki/Core-Tools-v2-Release-Tasks to do a chocolatey publish, you get prompts for "build", "Test" and "publish" which makes it harder to automate them through devops. Specifying defaults for these steps during the step "python driver.py {version} " would be useful.
