Specify Storage and KeyVault at Lab creation?

I have been working with Azure DevTest Labs for a few weeks and I am trying to Provision a Lab in an Isolated Network. I am able to do this in the portal but cannot find documentation on how to do this with the Azure CLI, Terraform Provider, or ARM templates.

These are my Two Questions:

- How can I create a Network Isolated DevTest Lab with an existing VNET via infrastructure as code?

- Is it possible to specify the storage account and key vault used by the lab at creation time? (Couldn't find a way to do this in IaC)
