Extension Assignment in user management[Feature Request]

Assign extension to the user accounts using Azure cli.

**Describe the solution you'd like**
We have a group of 500 user and we need to assign Time tracker extension to them. Doing it manually is a challenge and time taking task and hence need a azure-cli command to automate this.
