Please add ability to list and upload custom build tasks

The old nodejs `tfx` utility was the only way to list and upload custom build tasks

The new `vsts` utility doesn't seem to offer this. Can it please be added? I would like to try avoid the giant pile of garbage that is nodejs but it seems I can't until this new vsts utility adds support for build tasks
