Description
Archive the `Azure-Samples/copilot-sdk-service` template and remove its references from `Azure/azure-dev`. Part of the template retirement epic.

- [x] Archive the `Azure-Samples/copilot-sdk-service` repository
### Clean up azure-dev references
- [ ] Remove any gallery entry in `cli/azd/resources/templates.json` (`repositoryPath: copilot-sdk-service`)
- [ ] Update affected tests and recordings that reference `copilot-sdk-service`
- [ ] Sweep docs / help / pipeline comments for `copilot-sdk-service`
