[Epic] GDPR classification and privacy enforcement for azd telemetry

## Goal

Ensure azd telemetry is classified at the source, reviewed for privacy, and reconciled automatically with the GDPR Telemetry Catalog. Preserve approved non-PII signals while suppressing PII, customer content, and attributes.
