[UX] Investigate improvements to the AZD intercept survey

Investigate the current intercept survey experience in AZD to understand how effectively it collects user feedback.

This work includes:
Reviewing the current survey trigger logic and response volume
Identifying gaps in survey reach or participation
Exploring alternative ways to surface the intercept survey
Comparing AZD’s implementation with the Azure CLI intercept survey
Recommending improvements based on the findings
