Archive & clean up todo-nodejs-mongo-swa-func template

Archive the `Azure-Samples/todo-nodejs-mongo-swa-func` template and remove its
references from `Azure/azure-dev`. Part of the todo-* template retirement epic.

This template has the widest reference surface (gallery, AI recordings,
DevCenter recording, and Go test fixtures).
