Monitor command is live-only but flags imply retroactive access

--tail and --type system return stream_interrupted on idle sessions. Past data lives in App Insights; CLI doesn't redirect. Scale-to-zero makes this the common case.

Note: re-tested live during the dogfood and all three monitor commands worked. Either a fix shipped or the session was hot. Worth re-verifying.

The playground UI shows the exact data the CLI claims to provide. UI parity gap, not infra.
