Add support to easily retrieve application logs from a running Azure application

## Feature Request
When an Azure service was provisioned/deployed with `azd` - there should be an easy way for users to acquire the application logs for the service.

## Ideas

Run `azd monitor ` - This will get the running application logs to tail them to the console output.
