Add support for alpha setting for specific azd extension commands

azd has the ability to surface commands under alpha mode, for instance

`azd config set alpha on`

While working on an azd extension, it could be helpful to be able to specify extension commands as alpha too, so that users can clearly identify azd extension commands that are "stable" versus alpha ones.
