Description
REQUIREMENT: Understand how template updates affect provisioning and deployment success rates.
PROPOSALS: To satisfy our requirement, we want to be able to query telemetry data using azd template version numbers.
Currently we check telemetry data a week later, assuming most users have pulled the latest code by then.
