Proposal: Implementing Account Clients

Hello all!

I've been working with this SDK for awhile and noticed that there's no implementation for the account-level APIs (Documentation can be found [here](https://docs.databricks.com/api/azure/account/introduction)). I propose that we add this feature so users can avoid having to write custom clients to retrieve account information.
