Description
Test infrastructure currently scrubs the user's subscription but does not scrub secondary subscriptions that may be used to construct cross-subscription tests. We need a mechanism to enable this scenario and re-enable LiveOnly tests such as in SubscriptionLevelDeploymentTest and PolicyScenarioTest in the resource module (PR #7716).
