`az login` says "Can't find token from MSAL cache"

### Describe the bug

```

When I try `az login --tenant 72f988bf-86f1-41af-91ab-2d7cd011db47`, then it works.
And when I try `az login` from my Dev Box, if works.

I do not know what happens on my local machine. Can anyone help?
