[Reference feedback]: Update document for Machine Learning for clarity

### Feedback

When trying to update an Azure Machine Learning workspace, network settings (redacted)....
az ml workspace network-rule add --resource-group RG-azMlRgxxxxyyyyzzzz --workspace-name mlxxxxyyyyzzzz --ip-address "x.x.x.x"

We received an error "ERROR: 'network-rule' is misspelled or not recognized by the system."

We exhausted online documentation so we opened a case with Microsoft who told us...
_Currently, the feature is live in candacentral, westcentralus, ukwest, uaenorth, and italynorth. It appears that your resource is located in the eastus2 region, where the feature has not yet been rolled out. While the feature is expected to become available in additional regions in the coming months, we do not have a specific ETA at this time._

We believe the documentation should state this clearly and should be altered if\when the feature is added to other regions. Please make the update to your documentation.
