Develop Azure CLI and powershell for new BillingRP GA

### Description of Feature or Work Requested

We recently developed a new GA version for BillingRP and here is the public MSDN for the same: https://learn.microsoft.com/en-us/rest/api/billing/?view=rest-billing-2024-04-01.

Now we are looking to generate Azure CLI and powershell command lets for the same.
