Customer feedback | az webapp log | `--docker-container-logging` needs more explanation

### Describe the bug

This GitHub issue is being moved from UUF [293855](https://dev.azure.com/msft-skilling/Content/_workitems/edit/293855).

### Summary
Please complete the following:
1. Add information in the `short-summary` property on what the `filesystem` value does in parameter `--docker-container-logging` in the `az webapp log config` command . What does logging to the filesystem do exactly? Where does it do it?
2. Add more complex examples to `az webapp log config` command including the use of `--docer-container-logging filesystem` value. There are 11 parameters and only 2 examples. Please see the [published reference guidelines](https://github.com/Azure/azure-cli/blob/dev/doc/reference_doc_guidelines.md#examples) for Azure CLI examples. For example, `Provide at least one example for every parameter. A single example can use multiple parameters, but a parameter that doesn't appear within an example code block often shows no usage statistics in Azure CLI reporting.`.
