[Microsoft.StorageMover] Client Tooling Support for v2024-07-01

### Description of Feature or Work Requested

Add support in `Microsoft.StorageMover/StorageMovers/Agents` resource type's new property `UploadLimitSchedule` which the user can use to define the upload bandwidth of migration job runs executed by the agent, in a certain schedule.
