Unable to execute az rest on SAW

### Description of Feature or Work Requested

The majority of our SAW interactions rely on “az rest” working, which has a known issues “ModuleNotFoundError: No module named 'requests'('cryptography')”.
Could you please provide an ETA on when the mentioned issue will be resolved?

We’ve been substituting with the ARMClient.exe instead while waiting on the az CLI availability. However, that tool is also outdated, and we are being urged to stop using it.
