az ml workspace outbound-rule set does not exist

### Describe the bug

There is no command `az ml workspace outbound-rule set` even if the [documentation](https://learn.microsoft.com/en-us/cli/azure/ml/workspace/outbound-rule?view=azure-cli-latest#az-ml-workspace-outbound-rule-set(ml)) suggest so.

### Expected behavior

Documentation matching the functionality. Would be also nice to have this command as the Portal UI for Azure ML is constantly bugged.
