Extension intallation hint does not show up for some commands

**Describe the bug**

Dynamic intallation hint does not show up for the command `az spring-cloud connection -h`

**To Reproduce**

1. Ensure `spring-cloud` extension is not installed
2. Execute `az spring-cloud connection -h`

**Expected behavior**

Some hints should show up reminding me to install `spring-cloud` extension

**Environment summary**

All environments won't work
